5. Is your Liaison Officer discharging your functions as per the dictates of the Presidential Directive on the topic?
6. When you file the Annual Reports on Reservation to your Administrative Ministry, whether all relevant factors are taken into account and are there proper documentation to support your claim?
7. Whether the grievances received through your SC / ST / OBC Associations are properly followed up and actions taken?
8. Are you resorting to de-reservation of posts reserved for SC / ST / OBCs, and if so, are you meticulously following the procedures laid down in the Presidential Directives?
9. Is your handling of back-log vacancies proper and is action being initiated to fill-up the back-log vacanices through special recruitment drives as per instructions of Govt. of India?
10. Are you maintianing separate rosters for Physically Handicapped in recruitment / promotion, where necessary, as per the instructions of Govt. of India?
11. Are the HODs sitting in the Selection Committee / Departmental promotion Committees fully conversant with the relaxations and concessions admissible to SC / ST / OBC / PH persons?
12. When a situation arises, are you getting the latest instructions issued on the subject?

ecialized courses in Advanced Financial Management from Strathclyde Business School, Glasgow, U.K. and Public Sector Management from Ilkly College, Leeds, U.K.Had an illustrious and unblemished service of 36 years in various ministries - Ministry of Finance (Dept. of Economic Affairs), Bank Note Press, Dewas, Banking Division, Bureau / Dept. of Public Enterprises, etc. Retired as Deputy Secretary to the Government of India from DPE in June 2002. Closely involved in various aspects of public sector management as Under / Deputy Secretary in DPE for more than 2 decades. Duties included formulation, implementation and monitoring of Reservation Policy with particular focus on Public Sector Enterprises / Autonomous Bodies / Government Departments, etc.
After retirement, functioned as Consultant to DPE as well as SCOPE. Associated with major PSEs, Reserve Bank of India and Public Sector Banks as Faculty / Resource Person for in-house training program on Reservation Policy for SC / ST / OBCs, apart from advising in formulation of policy papers, undertaking field studies, etc.

Brings out periodically updated "Hand Book on Reservation for SC / ST / OBCs and Disabled Persons in Public Sector Enterprises and Public Sector Banks", which has been of immense help not only to the managements but also to various associations of SC / ST / OBCs.
